This Austrian Army belt is lightly padded and may be just the thing you are looking for in distributing pack loads. The attachment strapping to the back integrate well with a standard (US) ALICE frame but maybe you have another pack or load bearing equipment you could make this work for, whether by modification or preexisting attachment points.
